Brownfield Partners, LLC was selected by the Denver Urban Renewal Authority (DURA) to purchase and remediate the Dahlia Shopping Center located in the north east Park Hill neighborhood of Denver, Colorado. The approximately 8.3 acre shopping center was developed in the early 1950’s on top of an unregulated landfill created during the site’s former use as a brick manufacturer. It reportedly was once the largest minority-owned shopping center in the United States.

In recent years tenants vacated the Center and the property fell into a state of disrepair initiating a community-based redevelopment effort. Previous attempts to redevelop the shopping center stalled when conventional developers discovered landfill remains beneath the site and a host of other environmental concerns. Brownfield Partners was selected to complete the project after DURA conducted a competitive process to select a developer with environmental expertise. Brownfield Partners’ role in the project included property assembly, tenant relocation, entitlement, asbestos abatement, demolition, and cleanup of the landfill to facilitate a commercial/residential mixed-use redevelopment. The sites redevelopment will include and estimated 200 residential units, child care facilities, and a Denver Health community medical clinic.

The City of Denver supported the redevelopment with $2 million in general funds. The U.S. Department of Housing and Urban Development provided $1.5 million in grants in addition to a Section 108 loan to support demolition and remediation of the site. Additionally, Brownfield Partners was successful in securing a Brownfield Grant from the U.S. Environmental Protection Agency assessment programs. The cleanup began in Spring 2005 and regualtory closure was achieved in August 2006.
