Risk Management and Financial Advisory for Yreka Landfill

- Brownfield Partners provided risk management and financial advisory to the County of Siskiyou, California for the execution of a buy-sell agreement for the City of Yreka municipal landfill. In this project, the County jointly owned and operated the Yreka Landfill with the City of Yreka, but retained a buy-sell agreement to purchase the City’s 50% ownership interest. The County retained Brownfield Partners to provide advisory services for the valuation and environmental risk management issues associated with the transaction. Specifically, Brownfield Partners helped the County understand the financial and liability issues associated with closing the landfill and converting it to a solid waste transfer station, including the price for buying or selling the 50% joint ownership interest. Further, Brownfield Partners performed a financial analysis of the landfill closure costs, the transfer station development costs, financing mechanisms and their associated costs, as well as the impact to the revenues produced by the landfill and future potential revenues from the transfer station. This analysis was used to produce a valuation of their interest in the landfill and the conversion project. Additionally, Brownfield Partners performed a risk assessment of the landfill closure. This assessment included analyzing several risk management options including environmental insurance and associated financial assurance structures. These options and their financial impact on the overall project were also included in the valuation analysis.
- The final analysis provided the County with the necessary information to understand the ramifications of the proposed project and successfully exercise the buy-sell agreement.
